“The existing Labor Mobility program, unfortunately, does not fully work, and the number of people who move to the Far East under this program does not satisfy us,” Kachaev said.

Almost a million or a million entirely?

From 2019, if the amendments are adopted, the subsidy for those wishing to move will increase to 1 million rubles. At the same time, Gazeta.Ru was unable to get a clear answer to the question: what does up to a million mean?

The government decree mentions the amount of 1 million rubles, but the officials’ explanations say: “up to 1 million rubles.”

“It is planned to allocate up to 1 million rubles for each employee moving under the labor mobility program from 2019, subject to the inclusion of additional funds for the implementation of the program in the consolidated budget,” the Ministry of Eastern Development reported.

What form of amendments will be adopted by State Duma deputies is also a question. It is unknown whether there will be enough funds in the budget for increased subsidies. The Ministry of Eastern Development found it difficult to answer this question, noting only that work is underway.

Previously from federal budget 300 million rubles were allocated for increasing mobility for 2017 and 150 million rubles. for the current year.

But the bottlenecks contained in the mobility program do not end there. For example, the migrant himself will not receive a resettlement subsidy in cash. You can't use your own bank account either. The subsidy will be transferred to the employer's account. And you will first need to conclude an employment contract with him. "Besides labor contract, it is necessary for the employer to be a participant in the labor mobility program by including the employer in the program authorized body in the region,” explained the Ministry of Eastern and Krasnoyarsk Territory.

That is, the migrant will be forced to get the go-ahead from the employer to spend the million due.

Not everyone may like such strict dependence on the employer.

Two years instead of three

But the amendments provide for a reduction in the period for working out the subsidy.

It is proposed to reduce the minimum duration of a fixed-term employment contract with a migrant worker from three to two years, the Ministry of Eastern Development explained.

If the migrant could not stand it and fled ahead of schedule, then he will be obliged to return the actually spent part of the subsidy to the budget.

Innovations are also contained in terms of the rights and obligations of an employer who has agreed to participate in the mobility program. The company will be able to attract workers not only from outside the Far Eastern Federal District, but also from neighboring regions that are part of the Far Eastern Federal District. But apparently, this amendment will give an advantage primarily to officials. will be able to report that there is a growing trend in the mobility program. And it doesn’t matter where the immigrant came from. From the densely populated Moscow region or simply he moved from Magadan to Kamchatka.

Previously, the head of the Khabarovsk Territory, Vyacheslav, proposed increasing the allowance for those wishing to move to the Far East. He also suggested thinking about compensation for family members of the displaced.

“I believe that it is necessary to simplify the task for workers and increase the amount of allowances to one million rubles, as well as pay adaptation funds for each family member of a specialist moving to the Far East,” suggested Shport. Only on the condition that the entire family of migrants is provided with financial assistance, will the mechanism for attracting personnel to the Far Eastern region actually work, the governor added,” speaking at the “Days of the Far East” in Moscow in December.

This proposal has not yet found support, but is also being “worked on.”

“Currently, support for the employee’s relocation is being worked out, which also includes covering the costs associated with the relocation and family integration,” the Ministry of Eastern Development reported.

At the Far Eastern Forum in September last year, the head of the Ministry of Labor said that the Khabarovsk Territory did not even select 60% of the funds previously allocated under the population mobility program. At the same site, the president criticized the work of the relevant ministries for their failure to create comfortable conditions for residents of the Far East. Officials have learned how to attract investments to the region, not to mention the fact that considerable amounts of money also come from the state budget. It is not surprising that in the last 25 years, “mostly people have just left the Far Eastern regions; almost two million of its inhabitants have left the macro-region,” the population continues to decline annually, although not at the same rate as before.

According to the Ministry of Eastern Development,

in 2013, 33,042 people left the Far East, in 2014 - 24,752, in 2015 - 24,164, in 2016 - 17,367 people, in 2017 (over 9 months) - 11,933 people.

Currently, only 6.2 million people live in the Far East. Of these, about 400 thousand are migrants. IN Lately, according to local media reports, immigrants from Central Asia, as well as from Vietnam and North Korea, and the flow of Chinese, on the contrary, has stabilized. They are not asking for a million for their move.

The president threatened members of the government to study the problem of the emptying Far East “in the most serious way” and “take action.” “And, frankly speaking, when I look at what is being done, sometimes I get the feeling that very little is being done,” Putin said.

Another program for attracting personnel to the Far East is stalled - the “free hectare”. The program was also softened and improved, but the result was not just modest, but very modest. A total of 34,736 land plots were issued.

Head Mikhail also expressed his bewilderment at the fact that the Far Eastern regions did not submit applications for co-financing of housing construction and improvement of indoor areas in 2017.
