The military has taken another step towards reforming the departmental housing and communal services. From November 1, 2017, the entire housing stock of the Ministry of Defense was transferred to the structure created in April - the Federal State Budgetary Institution "Central Housing and Communal Administration" (TsZHKU).

Not only the previous organization, the Main Directorate of Housing Fund (GUZhF), remains in the past, but also its debts to resource supply companies. At the same time, the new "supply manager" of military camps - TsZHKU - has already managed to accumulate its own multimillion-dollar debts.

Debts for water, heat and electricity will forever remain with the fallen victim of military underfunding of the GUZhF. And since the new federal government agency The "Central Housing and Communal Administration" of the Ministry of Defense is not its legal successor, then everything will start from scratch.

Back in April of this year, the military department announced that such a reform is designed to increase the efficiency of spending funds in the military housing and communal services sector - people in uniform have abandoned outsourcing and switched to direct payments to suppliers. However, after just a couple of months, the opposite became obvious.

Currently, according to Deputy Minister of Defense of Russia Ruslan Tsalikov, the department’s debt for public utilities is about 8 billion rubles. It is worth noting that this is only the amount that the security forces recognized as a debt. For example, in St. Petersburg, the Central Housing and Housing Infrastructure already owes the State Unitary Enterprise "TEK SPb" about 40 million rubles for heat.

In general, for all regions of the country the exact amount of debt from the Ministry of Defense is unknown. Most likely, it is much larger than indicated. As Deputy Prime Minister Dmitry Kozak previously said, “there will be no money to pay off the debt in full.” According to him, this issue will be resolved somehow, but first of all in those regions where there is a risk of disruption to the ongoing heating season. Therefore, the topic of debt still remains open.

In turn, the debt of the Ministry of Defense gave rise to another problem - devastation. Here is a vivid example given by a resident of a military hostel in Agalatovo, Vsevolozhsk district of the Leningrad region: “The conditions are bestial, simply bestial. All our officers and commanders live here, but they don’t have the opportunity to wash themselves. The cold is constant, mold appears. Everyone gets sick. There are no duty officers, no cleaners.” , there are no janitors. All of them were laid off. There was only one manager left on the staff.”

It is worth noting that at present the fate of this dormitory is rather vague: it is not on the list of objects for transfer from GUF to TsZhKU and may simply remain abandoned. As a result of the disturbances of 2005-2006, the dormitory building became, according to documents, non-residential. Actually, like many houses in other military towns along with their residents.

Quite indicative in the current situation are the words of the official representative of the Central Housing Committee Vasily Fatigarov about the future fate of the towns: “Only the Lord God gives guarantees.” Apparently, this is the only thing residents who have involuntarily become hostage to the policy of the Ministry of Defense can now hope for.

Since 2012, 142.5 thousand military personnel have received official housing through the Russian Ministry of Defense, and including their family members, this is more than half a million people.

Including, since the beginning of 2017, 25.5 thousand military personnel have been provided with service housing, which is 85% of the planned indicators for the current year (in total, it is planned to provide 30 thousand by the end of the year).

In addition, annually an average of 50 thousand military personnel receive monetary compensation for renting (subletting) residential premises.

The activities of housing authorities are aimed at maintaining a pace of work that allows them to provide weekly service apartments at least 600 military families.

Service residential premises are provided at a rate of at least 18 square meters. m total area for each family member and no later than three months from the date of arrival at the new place military service.

46 residential buildings

Since 2010, since the formation of the Housing Support Department of the Russian Ministry of Defense, 610 residential buildings with 33,327 residential premises have been transferred to housing authorities for occupancy, of which in 2017 - 28 residential buildings with 3,331 apartments.

In addition, by the end of 2017 it is planned to transfer another 46 residential buildings of the housing stock with a total capacity of 8,626 residential premises.

To provide military personnel and members of their families with official housing, the Ministry of Defense uses both new buildings and re-occupancy in the housing stock of the Ministry of Defense and municipal housing stock.

It should be noted that since the beginning of 2017, only in Moscow it was provided office premises more than 1 thousand military personnel, in the Moscow region - over 4 thousand.
