This greatly simplifies traveling around the world in your own or rented car. The main feature of this convention is that driver’s licenses issued under it in the countries that have adopted it will be valid in other participating states.

There is no need to obtain special international ones. At the same time, on March 28, 2006, the format of the certificate, which can be recognized on the territory of other states, was changed.

States have been given 5 years to bring the format of national IDs to a single standard.
Driver's licenses issued on the territory of the Russian Federation since March 1, 2011 can be safely used outside the country. Since such VU are recognized by the countries participating in the Vienna Convention.

Driver's license information

Separately, it will be necessary to study the issue of driver's licenses - since not all driver's licenses issued on the territory of our country imply the possibility of use in the territory of countries that have adopted the convention.
Today there is no requirement to obtain an international certificate, and citizens who obtained their license before March 11, 2011 can use a national one.
The front side of this document includes:
  • personal data of the citizen written in Russian and transliterated;
  • place and date of birth of the user of such rights;
  • start and end date of the license;
  • series and document number;

  • signature and color photo.

If a driver’s license of a citizen of the Russian Federation was issued earlier than 2011 and has a form different from that presented above, he will need to obtain a special international license.
These are valid for 5 years from the date of receipt. But no more than the period of validity of the national driving license. 3. The words “Driving License” are written on the front of the license in the national language(s) of the country in which the license is issued, as well as the name and/or distinctive sign of the country issuing the license.

4. The following information must be included in the certificate; This information is numbered as follows:

4 a) Date of issue of the certificate;

4 b) Date of expiration of the certificate;

4 c) Name or seal of the authority that issued the certificate;

12. Additional information or restrictions in coded form regarding each category (subcategory) of vehicles.

5. The certificate may contain additional information if required by national legislation; This information is numbered as follows:

4 d) Identification number for registration purposes other than the number specified in sub-clause 5 of clause 4;

10. Date of issue of the certificate for each category (subcategory) of vehicles;

11. Expiration date of the license for each category (subcategory) of vehicles;

13. Information for registration purposes in the event of a change in the country of usual residence;

14. Information for registration purposes or other information related to road safety.

6. All entries made on the certificate must be made in letters of the Latin alphabet. If other letters are used, these entries must also be transliterated using letters of the Latin alphabet.

7. It is preferable that the information referred to in subparagraphs 1-7 of paragraphs 4 and , is indicated on the same side of the certificate. The spaces provided for entering other data in subparagraphs 8 - 14 of paragraphs 4 and , must be provided for by national legislation. National legislation may also provide space on the ID card for storing information entered electronically.

8. A driver’s license may be issued to drive vehicles of the following categories:

Vehicles (except for vehicles belonging to category A) whose permissible maximum weight does not exceed 3,500 kg and the number of seats, in addition to the driver’s seat, does not exceed eight; a category B vehicle coupled to a trailer, the permissible maximum weight of which does not exceed 750 kg; a category B vehicle coupled to a trailer, the permissible maximum mass of which exceeds 750 kg, but does not exceed the unladen mass of the vehicle, and the total permissible maximum mass of such a combination does not exceed 3,500 kg;

C vehicles, with the exception of those belonging to category D, the permissible maximum weight of which exceeds 3,500 kg; a category C vehicle coupled to a trailer, the permissible maximum weight of which does not exceed 750 kg;

D vehicles designed for the carriage of passengers and having more than eight seats in addition to the driver's seat; a category D vehicle coupled to a trailer, the permissible maximum weight of which does not exceed 750 kg;

BE a category B vehicle coupled to a trailer, the permissible maximum weight of which exceeds 750 kg and exceeds the unladen weight of the vehicle; a category B vehicle coupled to a trailer, the permissible maximum mass of which exceeds 750 kg, and the total permissible maximum mass of such a combination exceeds 3,500 kg;

A1 motorcycles with an engine displacement not exceeding 125 cm3 and a maximum power not exceeding 11 kW (light motorcycles);

B1 motorized tricycles and quadricycles;

C1 cars, with the exception of those belonging to category D, the permissible maximum weight of which exceeds 3,500 kg, but does not exceed 7,500 kg; a car of subcategory C1, coupled to a trailer, the permissible maximum weight of which does not exceed 750 kg;

D1 vehicles intended for the carriage of passengers and having more than eight seats in addition to the driver's seat, but not more than 16 seats in addition to the driver's seat; a car of subcategory D1, coupled to a trailer, the permissible maximum weight of which does not exceed 750 kg;

Article 41 Validity of driving licenses

1. The Contracting Parties will recognize:

a) any national driving license drawn up in their national language or one of their national languages ​​or, if not drawn up in such a language, accompanied by a certified translation;

b) any national driving license complying with the requirements of Annex 6 to this Convention, and

C) any international driving license complying with the requirements of Annex 7 to this Convention, valid in its territory for driving a motor vehicle corresponding to the category or categories of vehicles for which the license is issued, provided that the said license is valid and that it is issued by another Contracting State A Party or one of its territorial subdivisions, or an association authorized to do so by that Contracting Party or one of its territorial subdivisions. The provisions of this paragraph do not apply to a learner driver's license.

2. Notwithstanding the provisions contained in the previous paragraph:

A) If the validity of a driver's license is conditioned by a special designation requiring the person to wear certain devices or providing for some modification of the vehicle to take into account the driver's disability, the license is considered valid only if these requirements are met;

b) Contracting Parties may not recognize as valid in their territory a driving license whose holder is under eighteen years of age;

C) each Contracting Party may not recognize valid in its territory for driving motor vehicles or combinations of vehicles of categories C, D, E, referred to in Annexes 6 and 7 to this Convention, driving licenses whose holders are under twenty-one years of age.

3. The Contracting Parties undertake to take the necessary measures to ensure that national and international driving licenses referred to in subparagraphs “a”, “b” and “c” of paragraph 1 of this article are not issued in their territory without a reasonable guarantee of the driver’s ability to drive a vehicle. and his physical fitness.

4. When applying paragraph 1 and subparagraph “c” of paragraph 2 of this article:

A) a vehicle of category B specified in Annexes 6 and 7 to this Convention can tow a light trailer; it may also tow a trailer whose permissible maximum weight exceeds 750 kg (1,650 lbs) but does not exceed the unladen weight of the vehicle, if the total permissible maximum weight of such combination does not exceed 3,500 kg (7,700 lbs);

5. An international driving license may only be issued on the basis of a national driving license issued taking into account the minimum requirements provided for in this Convention. The International Driving Permit ceases to be valid upon expiration of the corresponding National Driving Permit, the number of which must appear on the International Driving Permit.

6. The provisions of this article do not oblige the Contracting Parties:

A) recognize as valid national or international driving licenses issued in the territory of another Contracting Party to persons who had their usual place of residence in their territory at the time of issue of that driving license or who transferred their usual place of residence to their territory after the issue of that license;

b) recognize the validity of the above-mentioned driving licenses issued to drivers whose usual place of residence at the time of issue of the licenses was not in the territory where the licenses were issued, or who changed their place of residence after the issue of the licenses to another territory.
