Introduction

The All-Russian Classifier of Products by Type of Economic Activities (OKPD 2) is part of national system standardization of the Russian Federation.

OKPD 2 is built on the basis of harmonization with the Statistical Classification of Products by Activity in the European Economic Community, 2008 version (CPA 2008) by maintaining unchanged OKPD 2 from CPA 2008 codes (up to six characters inclusive) and volumes of concepts of the corresponding positions. At the same time, there are cases for which national characteristics are reflected by changing the CPA 2008 groupings with 2 - 6-bit codes. Features that reflect the needs of the Russian economy for product detailing are taken into account in OKPD 2 groupings with 7 - 9-bit codes.

The objects of classification in OKPD 2 are products (services, works).

OKPD 2 is intended to provide information support for tasks related to:

Classification and coding of products (services, works) for the purposes of state statistics;

Development of normative legal acts relating to government regulation individual species economic activity;

Implementation of a set of accounting functions within the framework of work on state statistics related to meeting the needs of authorities state power and management of product information by type of economic activity when solving analytical problems;

Ensuring a system of state contracting and wholesale trade on the domestic market;

Preparation statistical information for international comparisons;

Placing orders for the supply of goods, performance of work (provision of services) for state and municipal needs;

Taxation;

Ensuring the classification of fixed assets used in the All-Russian Classifier of Fixed Assets;

Standardization and mandatory confirmation of product conformity:

Classification and coding of services provided to the population by business entities.

OKPD 2 uses a hierarchical classification method and a sequential coding method. The code consists of 2-9 digital characters, and its structure can be represented as follows:

To ensure compliance between OKPD 2 and CPE 2008 codes, a dot is placed between the second and third, fourth and fifth characters of the code. If there are 2 additional levels of division in OKPD compared to CPA 2008, a dot is also placed between the sixth and seventh digits of the code. By analogy with CPA 2008, OKPD 2 includes sections and subsections while maintaining their letter designations.

In cases where the species is not divided into categories, i.e. no detailing of products (services, works) is carried out at the national level, 7-9 characters of the code have the value “0” (zero), and in cases where division is made, 7-8 characters of the code have a value other than “0” ( zero).

Detailing at the lower level of the classification division is carried out only in cases where the category of products (services, works) is divided into several subcategories.

If necessary, explanations are provided for individual groups of OKPD 2, which are intended for:

Uniform understanding individual words or phrases as part of group names;

Clarification of the scope and characteristics of products (services, works) classified in a specific group;

Listings of products (services, works) that may be included in this group;

Excluding the possibility of a product (service, work) classifier included in another group being included in this group.

The explanations given for the higher groupings apply to all the groups included in them.

Explanations for OKPD 2 groupings with codes up to six characters inclusive, in terms of the scope of concepts, correspond to the explanations for similar groupings of the CPA 2008. When detailing groupings with six-digit codes, explanations for these groupings may be absent (if the explanations for lower groupings collectively correspond to the scope of concepts, explanations for the six-digit CPA grouping 2008) or are provided incompletely (when explanations included in the explanations for lower groupings are excluded).

Classifier OKPD-2 2020 with decoding by type of activity is the All-Russian classifier of products, goods and services.

What is it needed for?

The main goal of developing and introducing such a document is to unify the list of goods and services. OKPD2 since 2020 with decoding and search by name is used for coding, classification and identification of goods for a variety of purposes:

  • when conducting statistical research;
  • during the development of laws on the regulation of certain types of activities;
  • when preparing some documents strict reporting and primary documents.

Entrepreneurs use OKDP2 to search for lots within the framework of government procurement, when determining which tax benefits act in the production and sale of certain goods.

Application

The Directory replaced the previously used OPK and OKPD. The OKPD 2 classifier with search by name was introduced by order of Rosstandart dated January 31, 2014 No. 14-st. The new classifier supplemented and deciphered some provisions of the “old” one; from January 1, 2014 to January 1, 2017, there was a transition period when both versions were used. But from January 1, 2017 it applies only new classifier, which is abbreviated as OKDP2.

What is

The directory allows you to directly search for the desired position by belonging to system classification units. Products and services are systematized from more common feature to a narrower one. OKPD 2 2020 with decoding and search by name has a system navigation that does not allow you to get confused in the classification; by code you can progressively determine the numerical values ​​of the next, narrower group of products. In fact, this is a “matryoshka” of codes nested within each other, each subsequent, smaller code clarifies the previous one.

Decoding

Classifier codes present a clear structure. OKPD2 codes for 2020 have a maximum length of 9 digits and a minimum length of 2 digits.

Reading the codes is done as follows:

  • the first two digits indicate the product class; here the properties are not detailed yet;
  • three - subclass determined in accordance with the purpose of the product;
  • four - a group by the name of which the composition is judged;
  • five - a subgroup of goods, the name contains information about the scope of application of the product;
  • six numbers - this is the type of product; the name reveals complete information about consumer properties;
  • more than six - categories and subcategories.

That from 01/01/2017 OKVED1 finally replaced OKVED-2. From the same date, another updated classifier came into force - the All-Russian Classifier of Products by Type of Economic Activity. We will talk about the OKPD 2 classifier in this material.

New reference book OKPD 2 2017

OKPD2 is an element of the Russian national standardization system. The classifier is based on harmonization with the Statistical Classification of Products by Activities in the European Economic Community (CPA 2008).

Classification objects in OKPD2 for 2017 are products, services and works.

OKPD-2 is used for the purpose of classification and coding of products (services, works) for statistical reporting, taxation, to ensure the classification of fixed assets used for other purposes.

OKPD2 code structure

The OKPD-2 classifier uses a hierarchical classification method and a sequential coding method. The product code by type of economic activity consists of 2-9 digital characters and can be presented in the following form: ХХ.ХХ.ХХ.ХХХ.

So, for example, class 14 “Clothing” according to OKPD-2 includes the subcategory “Ski suits made of textile materials, except knitted or knitted”, which has the following code: 14.19.22.120.

Taking into account the fact that the OKC has lost force since January 1, 2017, the Russian Ministry of Economic Development has developed direct and reverse transition keys. They allow you to convert codes from OKP to OKPD 2 and vice versa.

OKPD 2: information about some codes

What code do stationery products correspond to according to OKPD 2? According to OKPD 2, office supplies can be classified into the following groups:

  • 17.23 “Stationery paper supplies”;
  • 22.29 “Other plastic products” (for example, stationery or school plastic supplies);
  • 23.13 “Hollow glass” (for example, stationery supplies made of glass);
  • 25.99 “Other finished metal products, not included in other groups” (in particular, parts for binders or folders, office clips).

According to OKPD 2, printer cartridges belong to next view according to the classifier: 28.23.25 “Parts and accessories of other office machines.” At the same time, for photocopiers, cartridges already fall into another type of classification: 28.23.26 “Parts and accessories of photocopiers” (Letter of the Ministry of Economic Development dated November 21, 2016 No. OG-D28-13219). And according to OKPD 2, refilling cartridges has a completely different code: 95.11.10.130 “Services for refilling cartridges for printers.”

OKPD 2 does not provide special codes for garbage bags. They can be classified under the following codes:

  • 17.21.12 “Paper bags and bags”;
  • 22.22.11 “Sacks and bags, including conical ones, made of ethylene polymers”;
  • 22.22.12 “Sacks and bags, including conical ones, made of other plastics, except ethylene polymers.”

In OKPD 2 Construction Materials may also be assigned to several different subclass codes depending on the specific type of goods:

  • 08.1 “Stone, sand and clay”;
  • 23.3 “Ceramic building materials”;
  • 23.6 “Products made of concrete, cement and gypsum”, etc.

All developed classification systems are designed to streamline the system of economic statistics. They are also necessary in order to automate the process of accounting and collecting statistical information on the activities of legal entities.

Why do we need an all-Russian CDP?

The OKVED classifier (formerly OKDP) is used by all organizations and institutions of the Russian Federation, regardless of their form of ownership. Enterprises and individual entrepreneurs are required to participate in the generation of statistical information in accordance with Russian laws. First of all, OKVED is needed by government agencies in order to organize business entities by areas of their activity for convenience. By assigning an organization to this com, it becomes easier:

  1. Determine the main and auxiliary types of business activities of companies.
  2. Collect information about the activities of legal entities to derive statistical data and analyze them (on a national and international scale).
  3. Unify information on certain types of activities at the legislative level.

What is the difference between all-Russian efficiency and efficiency factors?

The main difference between these classification systems is the mandatory application of OKVED (OKDP) in the field of public procurement (according to Federal Law No. 44). With its help, auction items are classified and a digital code is assigned to them according to the section of the directory. This cipher subsequently indicated in the procurement process, publication of news or when developing schedules for procurement activities for subsequent periods.

OKPD is a similar classifier used to divide categories of the same name into goods (works, services) for which an order is placed.

Both types of reference systems mean types of products that are produced in various fields of activity. Knowing one code, you can easily determine the second one - by the first digits. They mean economic activity.

The OKVED and OKPD classification systems are in no way related to identification number taxpayer. Therefore, it is not possible to find out these combinations, knowing only the TIN, on the Rosstat website. If you have a tax agent number, you can set other statistical codes that are linked to this combination of numbers (OKPO, OKTMO, OKOPF, OKFS, etc.).
