The Department of Constitutional, Administrative and Customs Law was created on the basis of the Department of Constitutional Law, existing at Faculty of Law since 1991. At the time of the formation of the Department of Constitutional Law, it was headed by Professor, Doctor of Law V.D. Lomovsky, who initiated the creation of the department, which for several years was called the “Department of Constitutional Law.” Professor V. I. Kruss, associate professor, candidate of legal sciences E. V. Zaitseva, who worked there over the years, made a great contribution to the development of the department.

Teachers of the department teach classes on constitutional, administrative, international, municipal, financial law, constitutional law foreign countries, customs law, organization of customs control of goods and Vehicle, commodity science and expertise in customs affairs, economics of customs affairs, etc.

About legal cooperation

The department has long-standing and strong ties with representative and executive bodies regions and cities. In accordance with the cooperation agreement with legislative assembly Tver region, employees of the department participate in the discussion of important issues of state construction and local government, conduct research in this area, participate in rule-making.

Also, the Department of Constitutional, Administrative and Customs Law, since the formation of the Department of Customs Law in 2005, has been closely cooperating with Tver Customs. Every year a conference is held dedicated to ensuring the security of the Russian Federation by means of various branches of law in the field of customs, during which employees of Tver Customs are present.

Brief historical information about the department

The specialty “Customs Affairs” was opened at Tyumen State University on the basis International Institute finance, management and business in 1998 with the support of the UMO of Russian universities for education in the field of customs at the Russian Customs Academy and Tyumen Customs. To ensure the educational process, on May 19, 1999, the Department of Entrepreneurship and Customs Affairs was organized. In 2010, in connection with the restructuring of the university structure, it was renamed the department of “Customs Affairs” and carried out its activities as part of the Institute of Law, Economics and Management and the Financial and Economic Institute of Tyumen State University. Currently, the department is a structural unit of the Institute of State and Law.
The first head of the department from the day of its formation until 2010 was G.I. Nemchenko, Doctor of Economic Sciences, Professor. The first intake of students was 50 people. Currently, more than 800 people are enrolled in all full-time and part-time courses. Currently, the department is assigned to more than 45 disciplines taught in the specialty “Customs”.

In 2003, a laboratory for “Commodity Research and Expertise” was opened at the department. Since 2015, in accordance with the decision of the Educational and Methodological Council of the Russian Customs Academy, the department has been organizing the regional stage of the All-Russian Student Olympiad in the specialty “Customs Affairs” among educational organizations Ural federal district. In 2017, the Regional Directorate of the International Youth Conference i-Customs Conference was created on the basis of the Department of Customs Affairs.

The main objectives are laid down in the action plan (“road map”) of the Department of Customs Affairs for the implementation of the Program for Improving the Competitiveness of Tyumen State University among the world's leading scientific and educational centers for 2016-2020.

The mission of the Department of Customs Affairs is to conceptually substantiate and model modern conditions for training highly qualified specialists who are able to effectively carry out professional activity in the field of customs and ready to work in a competitive environment on the labor market.
The teaching staff includes: 2 Doctors of Science, 11 Candidates of Science, employees of Tyumen Customs, leading employees of specialized organizations, representatives of state and regional structures are involved in teaching disciplines.
Our partners in training students are: Tyumen customs, with which a trilateral agreement was concluded in 2007 with the aim of training personnel for structural divisions Tyumen customs and advanced training of personnel. Currently, the personnel of Tyumen Customs consists of 80 graduates of Tyumen State University. In addition, the department cooperates with Khanty-Mansiysk customs, Yamalo-Nenets customs, Federal Migration Service, Federal Antimonopoly Service, Federal Tax Service, JSC Aviation Transport company Yamal, Schlumberger Technology Company LLC, UTair Engineering OJSC, etc.

Scientific work The teaching staff of the department is concentrated in the following priority areas:

Study of economic and institutional mechanisms for the implementation of a common customs policy within the EAEU.
- Analysis of the dependence of the personnel training system on the needs of the economy: analytical and promising aspects.
- Institutional analysis of prospects for diversification of economic activities.

Updating the modular approach in the process of entrepreneurship research.
- Economic mechanism of sustainable development.
- Customs administration in the formation of a control system foreign economic activity.

Taking into account the field of research, over the past 3 years, teachers of the department have published 54 articles, of which 3 are indexed in the Scopus and Web of Science databases, 28 in journals recommended by the Higher Attestation Commission and 2 articles in foreign publications. Also during this period, teachers of the department published 2 monographs and 41 textbooks.
