The Federal Compulsory Medical Insurance Fund of the Chechen Republic held a seminar-meeting on the implementation of the order of the Ministry of Health of the Russian Federation “On approval of the procedure for conducting preventive medical examination and clinical examination of certain groups of the adult population,” as well as on the organization of recording and statistics of preventive measures in the RegMo medical care recording program. It was attended by administrators and operators of the RegMo program from medical organizations of the republic that have an assigned population and conduct medical examinations and medical examinations of the adult population. Today, the Chairman of the Federal Compulsory Health Insurance Fund, Natalya Stadchenko, held a video conference meeting with the Territorial Compulsory Medical Insurance Funds on the implementation of the federal project “Development of the primary health care system” based on the results of five months of 2019. It was attended by a representative of the Federal Compulsory Medical Insurance Fund in the North Caucasus Federal District, the director of the Federal Compulsory Medical Insurance Fund of the Chechen Republic Denilbek Abdulazizov, representatives of the Ministry of Health of the Chechen Republic and the management of the branch of the medical insurance organization JSC MAKS-M in Grozny. The key topic of the meeting was issues related to the implementation of the national project “Healthcare”, in terms of organizing preventive measures in the regions. In particular, it was said that a new procedure for conducting preventive medical examinations and medical examinations of the adult population had come into force in the country. The launched national project “Healthcare” stipulates that all citizens must be covered by medical examinations. Extensive work has been carried out to make medical examination as effective as possible, taking into account all modern medical knowledge and achievements. The head of the Fund made a report to the people's representatives on the bill on amendments to the Law of the Chechen Republic “On the budget of the Territorial Compulsory Health Insurance Fund of the Chechen Republic for 2019 and for the planning period of 2020 and 2021.” He said that the document was developed in order to bring the legislation of the Chechen Republic into compliance with the norms of federal legislation, as well as in connection with the increase in the expenditure side of the Fund's budget and the establishment of sources of internal financing of its deficit. “The bill provides for an increase in the total volume of expenses of the Fund at the expense of unused balances as of January 1, 2019,” Denilbek Abdulazizov clarified. According to him, the changes also imply the establishment of a new direction for spending the funds of the Fund’s normalized insurance reserve, namely, co-financing the costs of state medical organizations for the salaries of doctors and paramedical personnel providing primary health care. Based on the results of a detailed discussion, the deputies voted to approve the proposed bill in the final reading.
