ORGANIZED TRANSPORTATION OF A GROUP OF CHILDREN BY BUSES

1. These Rules define the requirements for the organization and implementation of organized transportation of a group of children, including disabled children (hereinafter referred to as a group of children), by buses in urban, suburban or intercity traffic.

2. For the purposes of these Rules:

the concepts of "charterer", "charterer" and "chartering agreement" are used in the meanings provided for by the Federal Law "Charter road transport and urban ground electric transport";

concept " executive, responsible for ensuring safety traffic" is used in the meaning provided for by the Federal Law "On Road Traffic Safety";

the concepts of “educational organization”, “organization providing training” and “organization providing educational activities" are used in the meanings provided for by the Federal Law "On Education in the Russian Federation";

the concept of “medical organization” is used in the meaning provided for by the Federal Law “On the Fundamentals of Protecting the Health of Citizens in the Russian Federation”;

the concept of “organized transportation of a group of children” is used in the meaning provided for by the Traffic Rules of the Russian Federation, approved by Resolution of the Council of Ministers - Government of the Russian Federation of October 23, 1993 N 1090 “On Traffic Rules”.

3. To carry out the organized transportation of a group of children, a bus is used, from the year of manufacture of which no more than 10 years have passed, which corresponds in purpose and design technical requirements for the carriage of passengers, approved in in the prescribed manner to participate in road traffic and is equipped in the prescribed manner with a tachograph, as well as GLONASS or GLONASS/GPS satellite navigation equipment.

4. To carry out organized transportation of a group of children, it is necessary to have following documents:

a) a charter agreement concluded in accordance with the Federal Law “Charter of Motor Transport and Urban Ground Electric Transport” - in the case of organized transportation of a group of children under a charter agreement; (as amended by Decree of the Government of the Russian Federation dated June 30, 2015 N 652)

b) a document containing information about the medical worker (last name, first name, patronymic, position), a copy of the license to carry out medical activities or a copy of the agreement with a medical organization or individual entrepreneur who have the appropriate license - in the case provided for in paragraph 12 of these Rules;

c) a copy of the decision to assign escort of buses by vehicle(s) of the unit State Inspectorate road safety territorial body the Ministry of Internal Affairs of the Russian Federation (hereinafter referred to as a division of the State Traffic Inspectorate) or a copy of the notification about the organized transportation of a group of children; (as amended by Decree of the Government of the Russian Federation dated June 30, 2015 N 652)

f) a document containing information about the driver (drivers) (indicating the surname, first name, patronymic of the driver, his telephone number);

g) a document containing the procedure for boarding children on the bus, established by the manager or official responsible for ensuring road safety, educational organization, organization providing training, organization carrying out educational activities, medical organization or another organization, an individual entrepreneur carrying out organized transportation of a group of children (hereinafter referred to as the organization), or a charterer, except for the case where the specified procedure for boarding children is contained in the charter agreement; (as amended by Decree of the Government of the Russian Federation dated December 23, 2017 N 1621)

h) route program, including: traffic schedule with estimated transportation time; places and times of rest stops indicating the name legal entity or the surname, name and patronymic of an individual entrepreneur operating in the field of providing hotel services, or the registry number of a tour operator organizing transportation. 5. The originals of the documents specified in paragraph 4 of these Rules are stored by the organization or the charterer and the charterer (if such transportation was carried out under a charter agreement) for 3 years after each organized transportation of a group of children.

6. The head or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement, the charterer ensures the availability and transfer no later than the day preceding the date on which the start of such transportation is scheduled to the person in charge (senior person in charge) for the organized transportation of a group of children of copies of documents provided for in subparagraphs “b” - “h” of paragraph 4 of these Rules. In the case of organized transportation of a group of children under a charter agreement, the charterer ensures the availability and transfer to the charterer no later than the day preceding the date on which such transportation is scheduled to begin, copies of the documents provided for in subparagraphs "b" - "d" and "g" of paragraph 4 of these Rules , and the charterer transfers to the charterer no later than the day preceding the date on which the start of such transportation is scheduled, copies of the documents provided for in subparagraphs “e” and “h” of paragraph 4 of these Rules. It is allowed, instead of a list of employees of a tour operator, travel agency or organization providing excursion services, provided for in subparagraph "e" of paragraph 4 of these Rules, no later than the day preceding the date on which the organized transportation of a group of children is planned to begin, to provide information on the number of such employees, with the transfer of the corresponding list before the start of organized transportation of a group of children. 7. The manager or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement - the charterer:

no later than the day preceding the date on which the start of such transportation is planned, ensures the transfer to the driver (drivers) of a copy of the charter agreement, as well as approved by the head or official responsible for ensuring road safety, organization, or authorized person the charterer's copy of the traffic schedule and route map - in the case of organized transportation of a group of children under a charter agreement; (as amended by Decree of the Government of the Russian Federation dated December 23, 2017 N 1621)

no later than the day preceding the date on which the start of such transportation is planned, ensures the transfer to the driver (drivers) of copies of the documents provided for in subparagraphs “b” - “d”, “e” and “g” of paragraph 4 of these Rules. When transporting 2 or more buses, each driver is also given a copy of the document provided for in subparagraph "d" of paragraph 4 of these Rules (for the bus he drives), and information about the numbering of buses when driving. 8. Drivers who meet the following requirements are allowed to drive buses carrying out organized transportation of a group of children: (as amended by Decree of the Government of the Russian Federation dated June 30, 2015 N 652)

having continuous work experience as a driver of a category “D” vehicle for at least one year as of the date of commencement of organized transportation of a group of children; (as amended by Decree of the Government of the Russian Federation dated December 23, 2017 N 1621)

have not committed administrative offenses in the field of road traffic, for which administrative punishment is provided in the form of deprivation of the right to drive vehicle or administrative arrest, for last year; (as amended by Decree of the Government of the Russian Federation dated June 30, 2015 N 652)

who have undergone pre-trip instruction on the safety of transporting children in accordance with the rules for ensuring the safety of transportation of passengers and cargo by road and urban ground electric transport, approved by the Ministry of Transport of the Russian Federation; (as amended by Decree of the Government of the Russian Federation dated June 30, 2015 N 652)

passed pre-trip medical checkup in the manner established by the Ministry of Health of the Russian Federation. (as amended by Decree of the Government of the Russian Federation dated June 30, 2015 N 652)

9. The inclusion of children under 7 years of age in a group of children for organized transportation by buses when they are on the route according to the schedule for more than 4 hours is not allowed.

10. The manager or official responsible for ensuring road safety, organizations, and in the case of organized transportation of a group of children under a charter agreement - the charterer or charterer (by mutual agreement) ensure, in the manner established by the Ministry of Internal Affairs of the Russian Federation, the submission of notification of the organized transportation of a group of children to the State Traffic Inspectorate unit in the event that the organized transportation of a group of children is carried out by one or two buses, or an application for escort by vehicles of the State Traffic Inspectorate unit of transport convoys in the event that the specified transportation is carried out in at least 3 buses. Submission of a notification about the organized transportation of a group of children to the State Traffic Inspectorate unit is carried out no later than 2 days before the start of transportation. (as amended by Decree of the Government of the Russian Federation dated June 30, 2015 N 652)

A notification about the organized transportation of a group of children may be submitted in respect of several planned organized transportations of a group of children along the same route, indicating the dates and times of such transportation. 11. At night (from 11 p.m. to 6 a.m.), organized transportation of a group of children to and from railway stations, airports is allowed, completion of the organized transportation of a group of children (delivery to the final destination determined by the schedule, or to an overnight stay) in the event of an unplanned deviation from the traffic schedule (if there is a delay en route), as well as organized transportation of a group of children, carried out on the basis of legal acts of higher authorities executive bodies state authorities of the constituent entities of the Russian Federation. 12. When organizing transportation of a group of children in intercity traffic by an organized transport convoy for more than 12 hours according to the traffic schedule, the head or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement - the charterer or charterer (according to mutual agreement) ensures that such a group of children is accompanied by a medical professional. 13. In the event of an unfavorable change in road conditions (traffic restrictions, the appearance of temporary obstacles, etc.) and (or) other circumstances leading to a change in departure time, the manager or official responsible for ensuring road safety of the organization, and in the case of organized transportation of a group of children under a charter agreement - the charterer or charterer (by mutual agreement) ensures that measures are taken to timely notification parents (legal representatives) of children accompanying them, a medical worker (if medical escort is available) and the relevant unit of the State Traffic Inspectorate (when accompanied by a car (vehicles) of the State Traffic Inspectorate unit).

14. The head or official responsible for ensuring road safety of the organization, and in the case of organized transportation of a group of children under a charter agreement, the charterer ensures that each bus carrying children is assigned an accompanying person who accompanies the children during transportation to their destination.

The number of accompanying persons per 1 bus is assigned based on their presence at each door of the bus, while one of the accompanying persons is responsible for the organized transportation of a group of children on the corresponding bus and coordinates the actions of the driver (drivers) and other accompanying persons on the specified bus.

15. If 2 or more buses are used to carry out the organized transportation of a group of children, the head or official responsible for ensuring road safety of the organization, and in the case of organized transportation of a group of children under a charter agreement, the charterer appoints a senior person responsible for the organized transportation of a group of children and coordination of the actions of drivers and those responsible for buses carrying out such transportation.

The numbering of buses during movement is assigned by the head or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement - by the charterer and transferred to the charterer no later than the day preceding the date on which the start of such transportation is planned, for the preparation of a list children. 16. Medical worker and the senior person responsible for the organized transportation of a group of children must be on the bus that brings up the rear of the column.

17. If children are on the route according to the schedule for more than 3 hours in each bus, the head or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement - the charterer or charterer (by mutual agreement) ensures the availability of sets of food products (dry rations, bottled water) from the assortment established Federal service for supervision in the field of consumer rights protection and human well-being or its territorial administration.

18. When organizing the transportation of a group of children, it is prohibited to allow persons not included in the lists provided for in subparagraph “d” of paragraph 4 of these Rules, except for an appointed medical worker, onto the bus and (or) transport on it. Employees of a tour operator, travel agency or organization providing excursion services participating in the implementation of the route program are allowed to travel on the bus if these employees have a document confirming labor Relations with a tour operator, travel agency or organization providing excursion services, and participation in the implementation of the route program. This prohibition does not apply to cases established by federal laws. During organized trips, rules for transporting children on the bus have been developed to ensure the safety of minor passengers.

Special regulations regarding the rules of organized transportation of children have been approved by law.

Specific requirements for transporting children by bus apply not only to the vehicle and driver, but also to the escort.

The rules for transporting groups of children were developed by the Ministry of Transport of the Russian Federation.

Document No. 1177 dated December 17, 2013 was approved by Government Decree, where bus transportation children by bus means:

  • transportation of minors by non-route vehicles;
  • transportation of groups of children of 8 people or more;
  • transportation of children's groups without representatives (parents, guardians, adoptive parents).

The representative may be an accompanying child or a medical professional. The rules for the organized transportation of children do not apply to the transportation of children in the presence of their parents who are not included in the accompanying group.

The rules for organized transportation of small passengers include:

  • compliance with the rules for boarding minors in a vehicle;
  • preparation of documentation for transportation;
  • driver compliance with a set of requirements;
  • certain requirements for accompanying persons;
  • bus escort minor representatives traffic police.

Buses with children are accompanied by representatives of the automobile inspection only if they are traveling from 3 or more vehicles in a convoy.

U authorized representative The traffic police must obtain permission for children to travel on the bus.

The driver must have the original document and keep it for 3 years from the date of transportation.

It must be provided at the first request of the traffic police inspector.

The organizers of the planned trip must submit a written application no later than 2 days before the trip to the regional office of the State Traffic Inspectorate.

Notification of organized transportation of children by bus is submitted by the head of the organization personally or by e-mail through the official website of the State Traffic Safety Inspectorate - http://www.gibdd.ru/letter/.

It must indicate:

  • the length of time for which support will be required;
  • travel route;
  • Full name of the accompanying person;
  • Full name of the driver and details of his driver's license;
  • number of persons transported;
  • indication of the license plate number of each bus.

If children are transported by 1-2 buses, then notification of the trip to the department is also sent to the traffic police.

It states:

  • date of transportation;
  • information about the company that organized the trip;
  • number of minor passengers indicating age;
  • travel route indicating destinations;
  • Full name of the accompanying person;
  • vehicle make and license plate number.

Rules for organized transportation of a group of children by bus in 2019

GOST 33552-2015 buses for transporting children applies to special vehicles for transporting persons from 1.5 years to 16 years in buses.

During mass transportation, children are boarded only after the bus stops under the supervision of the driver and under the guidance of accompanying persons. h) route program, including:

  • traffic schedule with estimated transportation time;

2 working days before the organized transportation of a group of children, ensures the transfer to the driver (drivers) of a copy of the charter agreement, as well as a copy of the traffic schedule and route map approved by the head or official responsible for ensuring road safety, organization, or an authorized person of the charterer - in the case of an organized transportation of a group of children under a charter agreement;

1 working day before the organized transportation of a group of children, ensures the transfer to the driver (drivers) of copies of the documents provided for in subparagraphs “b” - “d”, “f” and “g” of paragraph 4 of these Rules. When transporting 2 or more buses, each driver is also given a copy of the document provided for in subparagraph "d" of paragraph 4 of these Rules (for the bus he drives), and information about the numbering of buses when driving.


8. Drivers who meet the following requirements are allowed to drive buses carrying out organized transportation of a group of children:

  • having worked as a driver of a category “D” vehicle for at least one year out of the last 3 calendar years;
  • have not committed administrative offenses in the field of road traffic, for which administrative punishment is provided in the form of deprivation of the right to drive a vehicle or administrative arrest, during the last year;
  • who have undergone pre-trip instruction on the safety of transporting children in accordance with the rules for ensuring the safety of transportation of passengers and cargo by road and urban ground electric transport, approved by the Ministry of Transport of the Russian Federation;
  • have undergone a pre-trip medical examination in the manner established by the Ministry of Health of the Russian Federation.

9. The inclusion of children under 7 years of age in a group of children for organized transportation by buses when they are on the route according to the schedule for more than 4 hours is not allowed.


10. The manager or official responsible for ensuring road safety, organizations, and in the case of organized transportation of a group of children under a charter agreement - the charterer or charterer (by mutual agreement) ensure, in the manner established by the Ministry of Internal Affairs of the Russian Federation, the submission of notification of the organized transportation of a group of children to the State Traffic Inspectorate unit in the event that the organized transportation of a group of children is carried out by one or two buses, or an application for escort by vehicles of the State Traffic Inspectorate unit of transport convoys in the event that the specified transportation is carried out in at least 3 buses.

Submission of a notification about the organized transportation of a group of children to the State Traffic Inspectorate unit is carried out no later than 2 days before the start of transportation.


11. At night (from 11 p.m. to 6 a.m.), organized transportation of a group of children to and from railway stations, airports is allowed, completion of the organized transportation of a group of children (delivery to the final destination determined by the schedule, or to an overnight stay) in case of unplanned deviation from the traffic schedule (if there is a delay in transit), as well as organized transportation of a group of children, carried out on the basis of legal acts of the highest executive bodies of state power of the constituent entities of the Russian Federation. Moreover, after 23:00 the transportation distance should not exceed 100 kilometers.

12. When organizing transportation of a group of children in intercity traffic by an organized transport convoy for more than 12 hours according to the traffic schedule, the head or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement - the charterer or charterer (according to mutual agreement) ensures that such a group of children is accompanied by a medical professional.

13. In the event of an unfavorable change in road conditions (traffic restrictions, the appearance of temporary obstacles, etc.) and (or) other circumstances leading to a change in departure time, the manager or official responsible for ensuring road safety of the organization, and in the case of organized transportation of a group of children under the charter agreement - the charterer or charterer (by mutual agreement) ensures that measures are taken to timely notify the parents (legal representatives) of children accompanying them, a medical worker (if medical escort is available) and the relevant unit of the State Traffic Inspectorate (when accompanied by a car (vehicles) of the State Traffic Inspectorate unit).

14. The head or official responsible for ensuring road safety of the organization, and in the case of organized transportation of a group of children under a charter agreement, the charterer ensures that each bus carrying children is assigned an accompanying person who accompanies the children during transportation to their destination.

The number of accompanying persons per 1 bus is assigned based on their presence at each door of the bus, while one of the accompanying persons is responsible for the organized transportation of a group of children on the corresponding bus and coordinates the actions of the driver (drivers) and other accompanying persons on the specified bus.

15. If 2 or more buses are used to carry out the organized transportation of a group of children, the head or official responsible for ensuring road safety of the organization, and in the case of organized transportation of a group of children under a charter agreement, the charterer appoints a senior person responsible for the organized transportation of a group of children and coordination of the actions of drivers and those responsible for buses carrying out such transportation. The numbering of buses during movement is assigned by the head or official responsible for ensuring road safety of the organization, and in the case of organized transportation of a group of children under a charter agreement - by the charterer and transferred to the charterer no later than 2 working days before the start of such transportation to prepare a list of children.

16. A medical worker and the senior person responsible for the organized transportation of a group of children must be on the bus that brings up the rear of the column.

17. If children are on the route according to the schedule for more than 3 hours in each bus, the head or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement - the charterer or charterer (by mutual agreement) ensures the availability of sets of food products (dry rations, bottled water) from the assortment established by the Federal Service for Surveillance on Consumer Rights Protection and Human Welfare or its territorial administration.


18. When organizing the transportation of a group of children by bus, it is prohibited to allow persons not included in the lists provided for in subparagraph “d” of paragraph 4 of these Rules, except for an appointed medical worker, onto the bus and (or) transport on it. This prohibition does not apply to cases established by federal laws.

1. Approve the attached Rules for the organized transportation of a group of children by bus.

2. Establish that the exercise of the powers of federal executive bodies provided for by this resolution is carried out within the limits of the maximum number of employees of federal executive bodies established by the Government of the Russian Federation, as well as the budgetary allocations provided for by them in the federal budget for leadership and management in the field of established functions.

3. Paragraph 3 of the Rules approved by this resolution comes into force after 180 days from the date of its official publication.

Rules for organized transportation of a group of children by bus

1. These Rules define the requirements for the organization and implementation of organized transportation of a group of children, including disabled children (hereinafter referred to as a group of children), by buses in urban, suburban or intercity traffic.

2. For the purposes of these Rules:

The concepts “charterer”, “charterer” and “chartering agreement” are used in the meanings provided for by the Federal Law “Charter of Road Transport and Urban Ground Electric Transport”;

The concept of “official responsible for ensuring road safety” is used in the meaning provided for by the Federal Law “On Road Safety”;

The concepts of “educational organization”, “organization providing training” and “organization carrying out educational activities” are used in the meanings provided for by the Federal Law “On Education in the Russian Federation”;

The concept of “medical organization” is used in the meaning provided for by the Federal Law “On the Fundamentals of Protecting the Health of Citizens in the Russian Federation”;

The concept of “organized transportation of a group of children” is used in the meaning provided for by the Traffic Rules of the Russian Federation, approved by Resolution of the Council of Ministers - Government of the Russian Federation of October 23, 1993 N 1090 “On Traffic Rules”.

3. To carry out the organized transportation of a group of children, a bus is used, from the year of manufacture of which no more than 10 years have passed, which in terms of purpose and design meets the technical requirements for the transportation of passengers, is approved in the prescribed manner for participation in road traffic and is equipped in the prescribed manner with a tachograph, and also with GLONASS or GLONASS/GPS satellite navigation equipment.

4. To carry out organized transportation of a group of children, the following documents are required:

A) a charter agreement concluded between the charterer and the charterer in writing, - in the case of organized transportation of a group of children under a charter agreement;

B) a document containing information about the medical worker (last name, first name, patronymic, position), a copy of the license to carry out medical activities or a copy of the agreement with a medical organization or individual entrepreneur who has the appropriate license - in the case provided for in paragraph 12 of these Rules;

C) a decision to assign escort of buses by a car (vehicles) of a unit of the State Road Safety Inspectorate of a territorial body of the Ministry of Internal Affairs of the Russian Federation (hereinafter referred to as a unit of the State Traffic Inspectorate) or a notification of a negative decision based on the results of consideration of an application for such escort;

D) a list of a set of food products (dry rations, bottled water) in accordance with the assortment established by the Federal Service for Surveillance on Consumer Rights Protection and Human Welfare or its territorial administration - in the case provided for in paragraph 17 of these Rules;

E) a list of appointed accompanying persons (indicating the surname, first name, patronymic of each accompanying person, his telephone number), a list of children (indicating the surname, first name, patronymic and age of each child);

E) a document containing information about the driver (drivers) (indicating the last name, first name, patronymic of the driver, his telephone number);

G) a document containing the procedure for boarding children on the bus, established by the head or official responsible for ensuring road safety, an educational organization, an organization providing training, an organization providing educational activities, a medical organization or other organization, an individual entrepreneur carrying out organized transportation groups of children by bus (hereinafter referred to as the organization), or by the charterer, except for the case when the specified procedure for boarding children is contained in the charter agreement;

3) a traffic schedule, including the estimated transportation time, indicating the places and times of stops for rest and food (hereinafter referred to as the traffic schedule), and a route diagram.

5. The originals of the documents specified in paragraph 4 of these Rules are stored by the organization or the charterer and the charterer (if such transportation was carried out under a charter agreement) for 3 years after each organized transportation of a group of children.

6. The head or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement, the charterer ensures availability and transfer no later than 1 working day before the start of transportation to the person responsible (senior responsible) for the organized transportation of the group children copies of documents provided for in subparagraphs “b” - “h” of paragraph 4 of these Rules.

In the case of organized transportation of a group of children under a charter agreement, the charterer ensures the availability and transfer to the charterer no later than 1 business day before the start of such transportation of copies of the documents provided for in subparagraphs "b" - "d" and "g" of paragraph 4 of these Rules, and the charterer transfers to the charterer no later than 2 working days before the start of such transportation copies of the documents provided for in subparagraphs “e” and “h” of paragraph 4 of these Rules.

7. The manager or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement - the charterer:

2 working days before the organized transportation of a group of children, ensures the transfer to the driver (drivers) of a copy of the charter agreement, as well as a copy of the traffic schedule and route map approved by the head or official responsible for ensuring road safety of the organization, or an authorized person of the charterer - in the case of an organized transportation of a group of children under a charter agreement;

1 working day before the organized transportation of a group of children, ensures the transfer to the driver (drivers) of copies of the documents provided for in subparagraphs “b” - “d”, “f” and “g” of paragraph 4 of these Rules. When transporting 2 or more buses, each driver is also given a copy of the document provided for in subparagraph "d" of paragraph 4 of these Rules (for the bus he drives), and information about the numbering of buses when driving.

8. Drivers who have continuous experience as a driver of a category “D” vehicle for at least 1 year and have not been subjected to administrative punishment in the form of deprivation of the right to drive a vehicle or administrative arrest for committing administrative offense in the field of traffic.

9. The inclusion of children under 7 years of age in a group of children for organized transportation by buses when they are on the route according to the schedule for more than 4 hours is not allowed.

10. The head or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement, the charterer or charterer (by mutual agreement) ensures in the prescribed manner the filing of an application for escort of buses by vehicles of the State Traffic Inspectorate unit.

11. At night (from 11 p.m. to 6 a.m.), organized transportation of a group of children to and from railway stations, airports is allowed, as well as completion of the organized transportation of a group of children (delivery to the final destination determined by the schedule, or to an overnight stay) in case of an unplanned deviation from the traffic schedule (delay on the way). Moreover, after 23:00 the transportation distance should not exceed 50 kilometers.

12. When organizing transportation of a group of children in intercity traffic by an organized transport convoy for more than 3 hours according to the traffic schedule, the head or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement - the charterer or charterer (according to mutual agreement) ensures that such a group of children is accompanied by a medical professional.
