Who is entitled to compensation?

Every savings book from the collapse of the USSR is subject to compensation. But the compensation ratio varies for different groups of investors.

Citizens born before 1945 receive compensation in the amount of three times the balance of funds as of June 20, 1991.

Those born between 1945 and 1991 receive double compensation for the balance of funds on the same date.

Even if the deposit was closed after 1991, the investor is still entitled to compensation. That is, the investor will be returned the money that he has already spent a long time ago. and even with interest.

But depending on the year in which the deposit was closed, reducing factors apply. Like these ones:

0.6 - if the deposit was closed in 1992;

0.7 - the deposit was closed in 1993;

0.8 - the deposit was closed in 1994;

0.9 - the deposit was closed in 1995;

1 - the deposit was closed in 1996-2010.

Please note that if the deposit was closed between June 20 and December 31, 1991, then no compensation is due. They say that you received your money on time and spent it safely, so don’t wait any longer.

Sberbank compensates only one savings book per depositor. If there were several invoices, then any one is subject to compensation. Choose the one with more money and receive compensation for it. It is still unknown when the turn for the remaining savings books will come.

How to receive the money.

Compensation can be received at any Sberbank branch. It doesn’t matter where you opened it. All you need to do is provide your passport and savings book. If you don’t have a savings book, but you are sure that on June 20, 1991 you had some amount in your account, then you need to write an application to search for data. A Sberbank employee will tell you how to write the application correctly. When the bank checks your data, it will calculate the amount of compensation. This money can be received either in cash or again in a savings book.

Attention! A notarized power of attorney is needed if the deposit is still valid, that is, it has not been closed (no money has been withdrawn).

If the deposit was closed after June 21, 1991, then the identification document can be certified by a housing organization (housing association, housing department, etc.). If they don’t provide such a document, you will still have to contact a notary.

The owner of any savings book opened during the collapse of the USSR is entitled to receive compensation, but the amount of compensation will not be the same - it depends on the category of the depositor:

  • depositors whose year of birth is less than 1945 have the right to receive compensation in the amount of 3 times the balance of money as of June 20, 1991;
  • depositors born between 1945 and 1991 can receive a compensation amount equal to 2 times the account balance as of June 20, 1991;
  • heirs of investors born before 1991;
  • heirs and third parties who took upon themselves the costs of burial of the investor from 2001 and later.

It is also worth paying attention to the year the deposit was closed - depending on the time of closing, various reducing factors will apply:

  • 1, if the deposit was closed between 1996 and 2010;
  • 0.9 if closure occurred in 1995;
  • 0.8 if the deposit was closed in 1994;
  • 0.7 if the deposit was closed in 1993;
  • 0.6 if the depositor closed the deposit in 1992.

How is compensation calculated for savings books: calculation formula

To know in advance how much compensation you can expect, you can use the following calculation formula:

RKS = SV x GSR x KGZ,

where RKS is the amount of compensation according to the Savings Book;

SV – deposit amount;

GSR is a coefficient that depends on the year of birth of the investor;

KGZ is a coefficient that depends on the year the deposit was closed.

Examples of calculating compensation for a savings book

Let's look at several examples of calculating compensation for deposits, since the procedure for calculating the amounts will depend on the year of birth of the depositor and the year the deposit was closed.

Example 1

The Sberbank depositor was born in 1956, he opened a deposit in Sberbank and has not closed it until now. The balance of funds is 5 thousand rubles.

Compensation amount = 5,000 rubles x 2 x 1.0 = 10,000 rubles.

Example 2

The depositor was born in 1968 and closed his deposit in 1995. The investor had 1.5 thousand rubles left in his savings book.

Compensation amount = 1,500 rubles x 2 x 0.9 = 2,700 rubles.

Example 3

The depositor's year of birth is 1939. The deposit balance is 4,700 rubles. The deposit was not closed. Previously, preliminary compensation in the amount of 170 rubles was issued.

Compensation amount = 4,700 rubles x 3 x 1.0 – 170 rubles = 13,930 rubles.

How is compensation processed for savings books?

Regardless of where the bank deposit was once opened, you can contact any branch of Sberbank. The bank employee will need to show your ID and passbook.

It happens that the book was lost - in such a situation, you can also claim compensation if the depositor is absolutely sure that on June 20, 1991 he had savings. You will need to write a statement and ask to conduct a data search. The database must contain information about the applicant, and then a bank branch specialist will calculate the compensation due and offer to pay it in cash or transfer it back to the savings book.

How to receive amounts due

To receive compensation, it is not at all necessary to contact the exact branch of Sberbank where the deposit was opened during the Soviet years. In 1995, legislation was passed allowing citizens to receive compensation for deposits made before the collapse of the USSR in 1991. Sberbank of Russia was appointed as the authorized financial institution for debt collection. A corresponding expenditure item is planned in the state budget for 2017. Who will receive compensation for Soviet contributions: grounds

Categories of citizens who have the right to receive deposits with compensation are prescribed every year in the regulatory act on the formation of the budget for the next year. In 2017, these included persons who placed deposits with Sberbank of the USSR:

  • Born in 1945 inclusive;
  • having account balances;
  • The period for placing funds is until June 20, 1991.

The amount is provided in three times the amount, the face value of monetary units is taken into account. Depositors who have died from the beginning of 2001 to the present are provided with compensation in the form of payment for funeral services from deposits placed in the USSR Savings Bank. The maximum amount is 6,000 rubles.

Heirs can receive any compensation for the contributions of testators born before 1991. Payments are made minus previously provided funds, including to cover expenses in connection with the organization of the funeral. Refunds are not provided to those account holders at Sberbank of the USSR who closed their deposits from June 20 to the end of 1991, as well as those who received compensation earlier.

How to receive compensation for deposits of Sberbank of the USSR

Compensation for a closed deposit is provided only upon presentation of a power of attorney signed in the presence of a notary. Payments are not provided to citizens of former republics that were part of the former USSR.

If, upon provision of a complete set of documents, Sberbank of Russia refuses, you can appeal it in court by filing a statement of claim. An order from a government agency that has entered into force is presented directly to the bank for payments or to the bailiff service for forced collection.   1. Those who previously received a refund cannot apply to receive them again on the basis of clause 6 of Government Decree No. 1092 of December 25, 2009.
  2. The formula used for calculation is: (O ν × K k × 3) — R k, When O ν means the deposit balance as of June 20, 1991, K k is the applied coefficient, and Rk– funds received by the depositor or his heir on account of the deposit, 3 - three times the size.

Calculations in practice

Example No. 1

The deposit was placed by a person born in 1951. The agreement with the bank has not been terminated at the moment. The balance in the account is 4,800 rubles. In 2012, compensation was provided in a 3-fold amount. In 2015, a citizen contacted a Sberbank branch to receive a payment. Based on clause 6 of the Government of the Russian Federation Resolution No. 1092, he was denied funds due to his repeated application.

Example No. 2

First, the amount of compensation received for investors is calculated. To do this, you can use the electronic calculator on the Sberbank of Russia website.

So, with the account balance as of June 20, 1991, the amount is 3800 rubles. with a closing date of 1992 and the investor’s year of birth being 1964, an earlier payment of 200 rubles was made. The deposit is entitled to 2-fold compensation, since the depositor was born in 1964, that is, in the period from 1945 to 1991. An amount of 3,800 rubles was left in the savings book. Example No. 3

The deposit was placed in the account by a citizen born in 1931. The balance of funds was 8,200 rubles. In 2015, the heirs applied for money. It is impossible to receive money under this agreement, since the account was closed before December 31, 1991.

Compensation payments from Sberbank for Soviet deposits are reflected in the cash receipt order. The recipient's signature must be affixed to the payment document. The expenditure of funds is also reflected in the savings book. The Russian government has submitted a draft law from the Ministry of Finance to increase payment balances by 4 times. The document also indicates plans to close payments on deposits in Sberbank of the former USSR until 2012. The act was approved by the Ministry of Justice and the Ministry of Internal Affairs, but the Ministry of Economic Development has not yet approved it, so it is subject to further revision and approval.

Compensation for deposits issued before 1991

In 2019, compensation will continue to be paid for deposits placed before 1991 by citizens of the Russian Federation in the Savings Bank of the Russian Federation, which are classified as guaranteed savings in accordance with the Federal Law of May 10, 1995 No. 73-FZ “On the restoration and protection of savings of citizens of the Russian Federation ".

In accordance with Federal Law No. 459-FZ of November 29, 2018 “On the federal budget for 2019 and for the planning period of 2020 and 2021,” the state has budgeted the following funds to continue compensation payments on household deposits classified as guaranteed savings:

  • for 2019 - in the amount of 5,500,000.0 thousand rubles,
  • for 2020 - in the amount of 5,500,000.0 thousand rubles,
  • for 2021 - in the amount of 5,500,000.0 thousand rubles.

The procedure for compensation payments on deposits for 2019

On the basis of what regulations will compensation be provided in 2019 for deposits that were placed by depositors in Sberbank before June 20, 1991?

The volumes and procedure for compensation payments on deposits opened before June 20, 1991 for 2019 - 2021 are prescribed in Article 15 of the Federal Law of November 29, 2018 N 459-FZ “On the Federal Budget for 2019 and for the Planning Period of 2020 and 2021” ". The law determines that payment of compensation for guaranteed savings will be carried out in accordance with Federal Law of May 10, 1995 N 73-FZ “On the restoration and protection of savings of citizens of the Russian Federation”

In accordance with Federal Law of November 29, 2018 N 459-FZ in 2019 - 2021 compensation payments are made to citizens of the Russian Federation on guaranteed savings (USSR treasury obligations and USSR Savings Bank certificates) that were in Sberbank accounts as of June 20, 1991. No compensation payments are made for deposits with the Savings Bank of the Russian Federation closed between June 20 and December 31, 1991.

The very procedure for making compensation payments on deposits (contributions) is determined by the Government of the Russian Federation. Decree of the Government of the Russian Federation dated December 14, 2018 N 1547 “On introducing amendments to Decree of the Government of the Russian Federation dated December 25, 2009 N 1092”, the effect of Decree of the Government of the Russian Federation dated December 25, 2009 No. 1092 “On the procedure for implementation in 2010 - 2019 years of compensation payments to citizens of the Russian Federation on deposits in the Savings Bank of the Russian Federation" was extended to 2019. New Government Resolutions will be adopted in subsequent years.

Compensation payments on USSR deposits in 2019 will begin after Sberbank of Russia receives budget funding for the current year.

I would like to immediately draw your attention to the fact that, in accordance with paragraph 5 of Article 15 of the Federal Law of November 29, 2018 N 459-F, for deposits (contributions) of citizens of the Russian Federation, for which accruals and payment of compensation were previously made in a threefold (double) amount balance of deposits (contributions), preliminary compensation (compensation), additional compensation, compensation for funeral services in the amount of up to 6.0 thousand rubles, re-payment of these compensations is not carried out.

Who is entitled to compensation for their deposit in 2019 - 2021?

To whom and in what amounts is compensation paid for deposits in 2019 - 2021?
Compensation for old deposits in 2019 - 2021 is paid only to those citizens who have not yet received it.
Thus, according to Article 15 paragraphs 2 - 5 of the Federal Law of November 29, 2018 N 459-FZ, in 2019 compensation for deposits listed as of June 20, 1991 in the accounts of Sberbank of the Russian Federation, are paid citizens of the Russian Federation in the following amounts:

  • for depositors born in 1945 inclusive (including heirs belonging to this category of citizens) - three times the amount of the balance of deposits as of June 20, 1991 (based on the face value of banknotes in 1991). The amount of triple compensation depends on the storage period of deposits and is reduced by the amount of previously received preliminary compensation (compensation) and additional compensation for deposits (contributions).

  • for depositors born in 1946 - 1991 (including heirs belonging to this category of citizens) - twice the amount of the balance of deposits as of June 20, 1991 (based on the face value of banknotes in 1991). The amount of double compensation depends on the storage period of deposits and is reduced by the amount of previously received preliminary compensation (compensation) and additional compensation for deposits (contributions).

  • in the event of the death of the owner of the deposits in 2001 - 2018, the heirs or individuals who paid for funeral services are paid compensation for payment for funeral services in the amount and on the conditions determined by parts 5 - 7 of Article 117 of the Federal Law of December 19, 2006 N 238 -FZ "On the federal budget for 2007".
To the heirs belonging to the categories of citizens listed above - payment of compensation in 2-fold and 3-fold amounts of deposit balances is carried out only if the deposit owners have not previously received it, and regardless of the age of the deceased deposit owner. That is, you can get it according to your age group, but only until you were born in 1991. And one more thing - for the heirs, the amount of the specified compensation is not reduced by the amount of compensation for funeral services in the amount of up to 6 thousand rubles, if it was previously received.

In 2019 - 2021, compensation for deposits listed as of June 20, 1991 in the accounts of Sberbank of the Russian Federation, not paid the following categories of citizens:

  • to depositors who closed their deposits during the period from June 20, 1991 to December 31, 1991.

  • to depositors for whose deposits accruals and payments of compensation were previously made in the amount of three times (double) the balance of deposits (contributions), compensation for payment of funeral services in the amount of up to 6.0 thousand rubles.

  • depositors of Sberbank of the USSR who do not have Russian citizenship.

Compensation for funeral services is determined by Federal Law No. 238-FZ of December 19, 2006 in the following amounts:

  • 6 thousand rubles, if the amount of deposits of the deceased owner indicated in the application is equal to or exceeds 400 rubles (based on the face value of banknotes in 1991);
  • in an amount equal to the amount of deposits of the deceased owner indicated in the application, multiplied by a factor of 15, if the amount of deposits is less than 400 rubles.

When accepting an application for payment of compensation for funeral services, a note about the payment made is made on the death certificate of the owner of the deposits.

The amount of compensation for the deposit depends on the storage period of the deposits and is determined using the following coefficients:

  • 1 - for deposits currently operating, as well as for deposits operating in 1992 - 2019 and closed in 1996 - 2019;

  • 0.9 - for deposits that were active in 1992 - 1994 and closed in 1995;

  • 0.8 - for deposits that were active in 1992 - 1993 and closed in 1994;

  • 0.7 - for deposits that were active in 1992 and closed in 1993;

  • 0.6 - for deposits closed in 1992;

  • 0.0 - for deposits closed during the period from June 20, 1991 to December 31, 1991.

So, for example, a depositor born in 1947, for a deposit closed in 1995, is entitled to compensation in the amount of 2 times the balance of deposits in the Savings Bank of the Russian Federation as of June 20, 1991, using a coefficient of 0.9.

In light of the laws listed above, I would like to especially draw the attention of citizens to the following points:

  • Payment of compensation to citizens (their heirs) who do not have Citizenship of the Russian Federation but live on the territory of the Russian Federation is not provided.
  • Compensation for existing deposits dating back to 1991 is not provided to citizens living outside the Russian Federation and who are foreign citizens or stateless persons.
  • Payment of compensation for deposits opened on the territory of states that were formerly part of the USSR is carried out only by these states and only in accordance with the legislation of these states.
  • Payment of compensation for deposits opened after June 20, 1991 is not carried out at all.

Documents for payment of compensation for deposit

Payments of compensation for deposits in 1991 are carried out in the branches of Sberbank of Russia at the location of the deposits. To receive compensation, Sberbank must submit the following documents:

  • By investors (or their representatives), citizens of the Russian Federation:
    1. power of attorney with the right to receive compensation;
    2. application for compensation (to be completed at the bank);
    3. savings book (if available);
    4. statement about the loss of the savings book, if the savings book for the current deposit is lost;
    5. For a deposit closed in 1992-2019, the depositor fills out a corresponding application at the bank.
  • Heirs, citizens of the Russian Federation:
    1. identification document;
    2. a document confirming the right to inheritance;
    3. death certificates of the deposit owner;
    4. a document confirming that the investor was a citizen of the Russian Federation on the date of death (if necessary);
    5. savings book (for current deposit);
    6. in the absence of a savings book for an existing deposit or upon receipt of compensation for a deposit closed in 1992-2019, the depositor fills out a corresponding application at the bank.

All original documents presented to Sberbank (passport, savings book, death certificate, documents confirming inheritance rights, etc.) are returned by a bank employee to clients after filling out an application and making copies of these documents.

The amount of compensation paid to deposit owners is reflected:

  • for closed deposits - in the cash receipt order, which the depositor must sign. Before signing the order, check the amount and if you have questions about the amount, you should postpone receipt until the calculation is checked. It is advisable to receive a copy of the order in hand.
  • for unclosed deposits - the operation of crediting compensation and the amount of compensation are reflected in the savings book with the mark “compensation”. The savings book should be returned to you.

Calculation of the amount of compensation for the deposit

To calculate the amount of compensation for deposits made before June 20, 1991, specially designed formulas are used.
So, the amount of compensation for deposits can be calculated independently using the following formulas:

Explanations for determining the amount of the deposit balance from which the compensation amount is calculated:
To correctly calculate the formula, it is necessary to take into account that the balance of the deposit as of June 20, 1991. can be made up of two sums:

  • funds in the deposit account (account number is indicated in the passbook)
  • funds in a special account opened by Decree of the President of the USSR dated March 22, 1991 N UP-1708 (the account was opened if the deposit as of March 1, 1991 was more than 200 rubles).
This means that in addition to the deposit amount indicated in the savings book, the compensation payments also include the amount of compensation under Decree N UP-1708, which was paid to depositors for all deposits, based on their balance as of March 1, 1991. Only investors who registered their deposit in the period from 03/01/1991 to 06/20/1991 will not have such an amount.

In accordance with the Decree of the President of the USSR dated March 22, 1991 N UP-1708 “On compensation to the population for losses from the depreciation of savings in connection with a one-time increase in retail prices,” Sberbank depositors received a one-time increase in the amount of savings by 40 percent of the deposit balances as of March 1, 1991 ., which was credited as follows:


  • By the amount of compensation payments up to 200 rubles inclusive, the deposit balance was simply increased with the right to use these amounts after July 1, 1991.
  • For the amount of revaluation of deposits exceeding 200 rubles, the funds were credited to special accounts with the right to use after three years.
When receiving compensation, it is especially worth paying attention to whether the total amount of compensation included the amount of compensation on the second account, since Sberbank employees “sometimes” for some reason “forget” about the payment on this account.

To whom is compensation for the deposit not paid?

I repeat once again that compensation to investors or heirs is not paid in the following cases:


  • if the deposit was opened on June 20, 1991 and later;
  • if the deposit was closed between June 20, 1991 and December 31, 1991;
  • if compensation for the deposit was previously paid in full;
  • if the deceased investor had no heirs before 1991;
  • if the deposit does not belong to citizens of the Russian Federation.
  • if the heirs to the deposit of the deceased investor (Citizen of the Russian Federation) are not citizens of the Russian Federation
