How to obtain citizenship for native Russian speakers

Fast-track citizenship is also available for individuals who can prove they are native Russian speakers. This possibility appeared in the law "On Citizenship of the Russian Federation" from June 2014.

An assessment of the level of language proficiency sufficient to be able to obtain Russian citizenship will be carried out by a special commission at the local branch of the FMS.

A necessary condition for classifying a foreign citizen or stateless person in this category is, in addition to the use of the Russian language in everyday speech, also residence now or residence before these persons, or their relatives in the territory of the Russian Federation, the RSFSR, the USSR or the Russian Empire.

The level of language proficiency in order to obtain citizenship in this case must be at least 4. This is the highest level of language proficiency.

It should be clarified that the deadline for applying for citizenship must be no later than the last 3 months of the allotted period of residence in the territory of the Russian Federation (residence permit) or no later than 15 days before the end of residence in Russia.

If the level of language proficiency is insufficient, the person may try to apply for citizenship a second time, but not earlier than a year has passed since the refusal. The validity of a document confirming the right of a person to obtain citizenship as a native speaker of the Russian language is also valid for one year.

As a conclusion, we note the following. For foreign citizens who have applied for citizenship Russian Federation as native speakers, simplified citizenship is available if they:

  • Accept the obligation to comply with the Constitution of the Russian Federation - the fundamental law of a citizen of the Russian Federation;
  • Have a legitimate source of livelihood;
  • They renounced the citizenship of another state. In this position, however, there are exceptions. Firstly, an application for renunciation of citizenship is not required if the citizen is a citizen of a state with which the Russian Federation has an international agreement or if it is impossible to leave citizenship for reasons that do not depend on the will of the person submitting the application.

After you have paid the state fee, made copies of all documents and filled out the application, you again come to the FMS and give the application and copies of documents to the official of the FMS. After reviewing the documents, one of two possible decisions is made:

  • Deciding whether your documents are ready for further consideration or

If the documents are in order, a personal file and a registration card are created for you. Further consideration of your documents and making a decision on granting you citizenship of the Russian Federation in an expedited manner may take up to 6 months. The usual review procedure lasts up to 1 year.

For citizens of Belarus, Kazakhstan and Kyrgyzstan, the consideration period is reduced to 3 months.

Statutory size state duty behind simplified acquisition of Russian citizenship is 2000 rubles.

But you will not have to pay this fee if you either had USSR citizenship or live in the territory of the former Soviet republics without citizenship.

Additional questions on obtaining citizenship

In our state, the desire to simplify the acquisition of citizenship and to expand the circle of persons admitted to obtaining citizenship in a simplified manner is obvious.

Since 2014, for example, native speakers of the Russian language, investors have been added to this circle, the state duty for former citizens USSR, citizens of Belarus, Kazakhstan and Kyrgyzstan reduced the consideration of the application to 3 months.

However, a mandatory rule has been introduced for persons with dual citizenship register with the FMS.

It is clear that our state, having undergone radical transformations in the size of its own borders and having acquired new neighbors around it, with whom it is necessary to formalize interstate relations, requires complex legislation to simplify the procedures for obtaining citizenship. In many ways, when obtaining citizenship, one cannot do without the advice of specialists.

If a person was born in the Russian Federation, has at least one Russian parent, then he automatically acquires civil status.

Things are different with foreigners who wish to become Russians. To speed up the procedure for acquiring a passport, you can do citizenship in an expedited manner.

However, this requires appropriate grounds.

People who:

  • have at least one Russian parent living in Russia;

  • born in the RSFSR and had Soviet civil status;
  • are in a marriage union with a Russian (the duration of the marriage union must be more than three years);

  • three years after filing an application for registration of civil status, they worked in Russia as highly qualified specialists.

Foreigners recognized as native speakers of the Russian language are entitled to apply for an expedited registration of Russian civil status if:

  • made a commitment to comply with the provisions of the Constitution;

Who else can apply for a simplified system in the Russian Federation

There are several other groups of migrants who can receive civil status in an expedited manner:

At the same time, it should be noted that in the standard procedure, registration of civil status in the Russian Federation can take about five years, while in the fast track citizenship is done in about a year. The advantages of registering citizenship in the Russian Federation in an expedited manner are obvious.

In 2019, new earning opportunities were announced Russian citizenship. At the moment, the bill is under consideration and has not entered into force, so we will rely only on the norms already in force in 2019 Russian law. Perhaps next year the changes will come into force, but for now we cannot use the bill if it is not approved and signed.

What are the conditions for obtaining citizenship?

For example, citizens of Uzbekistan with the right to a simplified form can obtain citizenship of the Russian Federation in a period of 1.5 years and with fewer documents. All famous actors who received Russian citizenship acted in a similar way. The general procedure for obtaining Russian citizenship for citizens of Ukraine, as well as for citizens of other countries, is as follows: registration and residence under a temporary residence permit, registration and residence under a residence permit, collection and submission of documents and obtaining Russian citizenship by citizens of Ukraine.

Despite the fact that, as such, a simplified acquisition of Russian citizenship by Ukrainians is not provided, there are many opportunities for Ukrainian citizens, since very often citizens of Ukraine have a good command of Russian and have family ties in Russia.

Therefore, if you are interested in obtaining Russian citizenship for Ukrainians, pay attention to the conditions for the categories “native speaker of the Russian language” and “resettlement program for compatriots”, which we wrote about above in the article.

Simplified citizenship of the Russian Federation for Ukrainians

Many have heard that in 2020 it will be easier for Ukrainians to obtain Russian citizenship. Indeed, since September of this year, obtaining Russian citizenship for citizens of Ukraine has been somewhat simplified.

Thus, it was difficult to obtain citizenship of the Russian Federation due to the refusal of citizenship of Ukraine, because it was difficult to obtain desired document, without which obtaining Russian citizenship for Ukrainians became impossible due to non-fulfillment of the conditions for obtaining Russian citizenship for citizens of Ukraine.

However new law, which entered into force on September 1, 2020, provides for new rules for obtaining Russian citizenship for citizens of Ukraine and somewhat simplifies this procedure.

Now, in order to obtain Russian citizenship, a Ukrainian does not need to obtain a special certificate from the state bodies of Ukraine, it is enough to sign an application renunciating Ukrainian citizenship and certify it with a notary in two copies. One copy is sent to Ukraine, the other to the Main Department of Internal Affairs of the Ministry of Internal Affairs.

Thirdly, due to the close family and historical ties of Russia with this territory, many residents of Donbass can take advantage of the “Resettlement of Compatriots” program, which we also wrote about above.

Differences between the general and simplified orders:

  2. Length of stay. For the general method, this is 5 years; for the simplified method, no period has been set;
  3. Deadline for consideration of the application."Simplified" is considered in the period from three months to six months, the general procedure - within 1 year;

  1. Wait for notification from the Ministry of Internal Affairs;
  2. Call or visit a government agency in person.

Grounds for refusal

The law also establishes other reasons:

  • Extremism. Man aims to overthrow Russian state or otherwise harm him;
  • Participation in armed conflicts on the side of the enemy;
  • Crime.
