Ways to obtain citizenship

As a result of four years of hostilities, two unrecognized republics were formed: the LNR (Lugansk) and the DNR (Donetsk). Residents of these regions are faced with a huge number of problems, which are becoming more and more difficult to solve every year. Many of them decide to leave their homeland and move to the Russian Federation. There are two ways to obtain citizenship for residents from Donbass:

General order

In some cases, to obtain citizenship, it takes not five years, but only one year to live in the country on a residence permit.   • a copy of the document on renunciation of Ukrainian citizenship;
  • receipt of payment of state duty in the amount of 3.5 thousand rubles.

All copies of Ukrainian documents must be translated into Russian and notarized.

There is a separate clause in the legislation of the Russian Federation that prescribes all stages of obtaining citizenship for minors. They differ from the generally accepted ones only in the set required documents. Among the prepared papers must be:

  1. Two copies of the application from the parents, guardians or trustees of the minor.
  2. Birth certificate with citizenship indicated in it, or passport.
  3. Papers that confirm the grounds for obtaining Russian citizenship.
  4. For minors aged 14 to 18, their notarized consent is required.
  5. A copy of the document on withdrawal from the citizenship of Ukraine.

Simplified scheme

Before obtaining citizenship of the Russian Federation in 2018, a citizen of the LPR must go through several difficult stages. Permission to stay

  6. Patent registration.
  7. Granting temporary political asylum.

Temporary residence

Any representative of Donbass for TRP (temporary residence permit) must have a permanent residence. It does not matter whether this housing is purchased or rented. Each individual region of the Russian Federation has its own quotas for issuing such permits. Based on this, Donetsk and Luhansk residents can obtain a permit for the EaP only if there are free quotas or under a simplified program. The second option includes the following categories:

  1. Citizens of Ukraine born in the Russian Federation or the former RSFSR.
  2. Parents and spouses of citizens of the country who have lost the ability to work.
  3. Children of disabled parents from Russia.

In any of these cases, the applicant is obliged to pay a state duty in the amount of 1,600 rubles.

In addition to all family ties, it is necessary to prove knowledge of the Russian language. To do this, residents of Donbass must provide the following supporting documents to the appropriate authorities:

  1. A high school diploma or higher education diploma obtained before Russia gained independence.

Each representative of Donbass who has made a request for an EaP permission receives official document confirming the legality of being on the territory of Russia.

As a rule, the request is considered no more than two months. Based on its results, a temporary residence permit is issued or denied. In case of a positive decision, the representative of the DPR or LPR has the right to stay on the territory of Russia for the next year. Upon completion, he can apply for a residence permit.

Residence permit in the country

The reality is that neither in 2015 nor in 2016 did any changes occur in the migration legislation of the Russian Federation and citizens of the republics did not get the opportunity to obtain a Russian passport under a simplified scheme. On this moment, in 2017 all the promises that were made regarding the simplified procedure for obtaining Russian citizenship, citizens of the unrecognized republics of the DPR and LPR remained promises. In order to obtain citizenship of the Russian Federation, “citizens of the DPR and LPR” must go through all the same procedures as foreign citizens other countries, and moreover, a Ukrainian passport is required to obtain citizenship! The difficulty of obtaining citizenship of the Russian Federation for residents of the unrecognized republics lies in the fact that when applying for it, it is imperative to renounce the citizenship of Ukraine, but it is impossible to do this on the territory of the unrecognized DPR and LPR! And as a fact, the presence of citizenship of the DPR, LPR not only does not give the right to obtain Russian citizenship under a simplified scheme, but also significantly complicates its acquisition. Analyzing the current situation, it is worth noting that a lot depends not on the residents of the DPR and LPR themselves, but on how well the governing structures, in particular the migration services, understood the situation. The situation at this stage is such that decisions taken the possibility of achieving the final result depends on individuals, and here we are talking about not breaking the law, but doing without bribes, interpreting it in favor of the affected part of the population and pursuing the goal of achieving the desired result. When approached, when the authorities take active steps and do not seek to cash in on people in trouble, the law can be interpreted exactly in the direction in which it is necessary. Residents of the LPR can become citizens of the Russian Federation in two ways:
